Tags have printing saying:

For though itās dainty as a wish,
The sea horse is, you see, a fish!
Instructions:
Gently tear apart the tags on the perforations. Write your swap information on the back. Cut the seaweed into 1″ pieces. Hot glue (not included) one or two pieces of seaweed to the back of each seahorse. Open up a coiless pin. Use the pin to poke a hole through a tag. Slide on a seahorse. Slide the tag and the seahorse around the the opposite side of the pin. Close pin.
